Quite frequently it seems that a small but highly vocal minority of special interest groups that may not properly represent the feelings of the "silent majority" of Canadians exert an unfair influence on major decisions. The process used by the NWMO needs to ensure that this does not occur. One consideration might involve attempting to assess exactly how many Canadians are being represented by the various intervenors. Perhaps a referendum might even be considered. It is of paramount importance that the best interests of all Canadians be the basis of any decisions or recommendations, and that even a lack of participation by a large number of Canadians be taken as guidance.
